Permits and Licenses for Commercial Water Management in NJ

New Jersey’s primary program for wastewater management in commercial facilities is called the Onsite Water Management Program. It deals with the compliant design and construction of septic systems. In accordance with this program, local health departments collaborate with regulators to ensure public and ecological health is preserved. 

The organization that governs commercial and residential wastewater management in New Jersey is the New Jersey Department of Environmental Protections - Division of Water Quality. Most commercial projects in development must follow the regulations and standards for small on-site wastewater treatment and septic systems as laid out in the Standards for Individual Subsurface Sewage Disposal Systems.

In addition to permit programs, there are also licensing requirements that vary based on the size and scale of the applicant’s commercial system. 
The different licenses for water and wastewater treatment are:

Industrial Wastewater Treatment System (N License): For industrial systems treating liquids containing sludge, scum or non-sanitary substances.

  • Public Wastewater Collection System (C License): For systems that deal with over 250 civilians or over 25,000 gallons of wastewater daily including private, commercial, institutional or industrial needs.

  • Public Wastewater Treatment System (S License): For systems that deal with domestic non-sanitary liquid.

  • Public Water Distribution System (W License): For distribution systems that supply water for public consumption or domestic purposes. 

  • Public Water Treatment System (T License): For water that is intended to be treated for public consumption using the addition or removal of substances to increase the safety, palatability or health of the water. 

  • Very Small Water System (VSWS License): For public systems that accommodate fewer than 100 properties.

Commercial Projects in Development in New Jersey

These New Jersey commercial projects are currently in the planning, design, approval or construction phase.

New Jersey Performing Arts Center Downtown Development Project - NJPAC Riverfront Campus

This anticipated $150 million project is set to be an exciting addition to downtown Newark’s arts and education district.

Construction began this year on NJPAC’s riverfront campus. The project will include a variety of buildings and facilities to create a new mixed-use neighborhood. This includes housing for approximately 350 renters and homeowners, commercial buildings, cultural space, restaurants, and retail space.

Construction will be completed in 2024.

AtlantiCare Medical Arts Pavilion

This $38.3 million project is a Medical Arts Pavilion that will provide space for the following AtlantiCare departments:

  • Women and Children's Services

  • Federally Qualified Health Center

  • Dialysis

  • Medical Education Program

  • Community wellness programs that service those impacted by healthcare disparities

The project is currently underway and is set to be completed by the end of this year.

Downtown Jersey City Metro Plaza

Construction on this ShopRite Metro Plaza in Jersey City will include a 60-story high rise, a supermarket, a parking garage, mixed-use residential space, and more.

Construction is underway and will take approximately three years to complete.

Stockton University Residence Hall

Stockton University is developing a residential and mixed-use building. The hall will be near the Atlantic City Campus in the University district. 

Construction is underway and is scheduled to be completed in the fall of 2023.

Arbor Village Assisted-Living Facility

The Arbor Village assisted living facility is set to be a large addition to the town of Galloway. The building will be mixed-use with community and recreation space, kitchens, and over 130 rooms for residents. 

Construction has been underway since December of 2021 and will be completed early 2023.

Nantucket at Galloway

Another Galloway commercial project will be this expansive addition of retail and dining space that will span over 100 acres of land. 

The project has been in development for nearly five years and construction began in the summer of 2021.

Newark Penn Station

This government project will see $190 million invested in upgrades to Newark Penn Station. Efforts will be focused on renovations, upgrades, and historical preservations.

The project began in August 2021 and is expected to be completed in 2026.

Innovation Foods Processing and Packaging Facility

The new processing and packaging facility for Innovation Foods is projected to cost approximately $45 million. The project will include the main plant, but it is a part of a larger $110 million investment by Innovation and Oatly

Construction has been underway for over a year and will be completed before the beginning of 2023.

The Ballantine

The Ballentine will be a mixed-use development project in Newark that will include over 280 residential units, a courtyard, a fitness center, a co-working space, and retail spaces.

The developers are still seeking approval and construction is set to begin in the coming months.
